Fa · Law & Regulations
Fa is the foundation of all Legalist thought. It means clear, written, publicly known laws that apply equally to every person — from the lowest farmer to the highest official. No one is above the law, and no one is below its protection.
「法」是法家思想的根基。它意味着清晰、成文、公开的法律,平等地适用于每一个人——从最底层的农民到最高层的官员。无人凌驾于法律之上,也无人不受法律保护。
Legalists believed that when rules are vague, hidden or applied unevenly, society descends into chaos. But when laws are transparent, consistent and enforced fairly, people know what to expect, organizations run smoothly and the state grows strong.
法家认为,当规则模糊、隐秘或执行不公时,社会将陷入混乱。而当法律透明、一致且公正执行时,人们知道该期待什么,组织顺畅运转,国家日益强盛。
The key insight: rules should be designed for the system, not for specific people. Good law is structural — it creates order regardless of who holds power.

Equal Application
Laws apply to everyone without exception. Noble birth, wealth or connections grant no special treatment.
Public & Transparent
Laws must be written down and publicly known. People cannot follow rules they do not know exist.
Clear Rewards & Punishments
Fair, predictable incentive systems. Merit is rewarded, violations are punished — consistently and publicly.
System Over Person
Good institutions do not depend on good people. The system itself produces order and accountability.
Shu · Management Technique
Shu is the art and science of managing people within an organization. It covers how to select the right talent, evaluate performance, distribute power and prevent corruption or inefficiency.
「术」是组织内管理人的艺术与科学。涵盖如何选拔合适人才、评估绩效、分配权力以及防止腐败或低效。
Importantly, Legalist Shu is not about secret tricks or manipulation. It is professional organizational management — the kind of systematic people-management that modern companies call HR strategy, internal controls and corporate governance.
重要的是,法家的「术」不是关于秘密伎俩或操纵。它是专业的组织管理——现代企业称之为人力资源战略、内部控制和公司治理。
Shu recognizes a fundamental truth: people need oversight. Even good people make mistakes, and unchecked power leads to abuse. The solution is structural: clear roles, balanced authority and systematic evaluation.
「术」承认一个根本真理:人需要监督。即使是好人也会犯错,不受约束的权力会导致滥用。解决方案是结构性的:清晰的职责、制衡的权力和系统化的评估。

Shi · Authority & Leadership Power
Shi refers to the positional authority and organizational power that makes leadership effective. It is the structural force that ensures rules are followed and decisions are executed.
「势」指使领导力生效的地位权威与组织力量。它是确保规则被遵守、决策被执行的结构性力量。
Legalists understood that even the wisest leader cannot accomplish anything without authority. A teacher in a classroom, a CEO in a company, a general on a battlefield — their effectiveness depends not just on personal ability, but on the authority their position grants them.
法家明白,即使最英明的领导者,没有权威也一事无成。课堂上的老师、公司的CEO、战场上的将军——他们的效能不仅取决于个人能力,更取决于职位赋予的权威。
Shi is not about intimidation or fear. It is about legitimate organizational power — the kind that makes hierarchies work, commands get executed and systems function as designed.
