Chapter 80
Small

Small State, Few People

A small state with few people. Even if there were tools for tens or hundreds, let them not be used. Let the people value death and not migrate far. Though there are boats and carriages, let there be no place to ride them. Though there are armor and weapons, let there be no reason to deploy them.

"A small state with few people."
Laozi's utopian vision: not a grand empire but a small community. Not millions but a manageable number. Not complex but simple. This is the Dao applied to political imagination.
"Let the people return to knotting rope and using it."
Return to the simplest technology. Not because technology is evil, but because simplicity preserves harmony. When life is simple, people are content.
"Let them find their food sweet, their clothes beautiful, their homes comfortable, their customs delightful."
Four contentments: food, clothing, home, customs. When people are content with what they have, they don't need to seek more. This is the Dao of satisfaction.
"Though neighboring states are within sight, the people grow old and die without ever visiting each other."
Not isolationism — contentment. The people are so satisfied with their own community that they don't need to look elsewhere. This is the ultimate expression of "know contentment."
This is a literal political program.
It's a philosophical ideal — a thought experiment about what a perfectly Daoist community might look like. Laozi isn't proposing policy; he's imagining the end-state of his philosophy.
This means technology is bad.
It means technology should serve contentment, not create desire. Tools that make you want more are harmful; tools that help you appreciate what you have are beneficial.
💡 Community Design
Design communities — neighborhoods, teams, organizations — for intimacy and contentment, not for scale and efficiency. Small can be beautiful.
🏢 Sustainable Business
Not every business needs to scale. Some of the most fulfilling enterprises are small, local, and content with their size. Growth for its own sake is not the Dao.
📚 Contentment Practice
"Find their food sweet, their clothes beautiful" — practice appreciating what you already have. The sweetest food is the food you're grateful for, not the most expensive.
Wang Bi 王弼 (226–249 CE)
"The small state with few people is the ideal of one who has fully understood the Dao. It is not a policy but a vision of what life could be."
The small state as philosophical ideal.
Heshang Gong 河上公 (Han dynasty)
"When the people are content with simple food and clothing, they have no desire for more. This is the Dao of contentment."
Contentment as the Dao of daily life.
Chen Guying 陈鼓应 (b. 1935)
"Laozi's utopian vision is not anti-civilization — it is an imagination of what civilization could be if it followed the Dao."
The small state as alternative civilization.
