「治大国若烹小鲜」是老子最著名的治国隐喻之一。烹煮小鱼时，如果频繁翻动，鱼肉就会碎烂；治理大国同样如此，政令若朝令夕改、频繁干预，社会就会动荡不安。最好的治理是清静无为，让百姓自然生息。
"Governing a great state is like cooking a small fish" is one of Laozi's most famous political metaphors. When cooking a small fish, constant flipping will destroy it; governing a large state is the same — frequent policy changes destabilize society. The best governance is tranquil non-action.
