Annotation
"Governing a great state is like cooking a small fish" is one of Laozi's most famous political metaphors. When cooking a small fish, constant flipping will destroy it; governing a large state is the same — frequent policy changes destabilize society. The best governance is tranquil non-action.
Modern Application
In modern management, excessive rules and intervention stifle team vitality. A stable, predictable environment matters more than constant change. Sometimes "doing less" requires more wisdom.
