After founding the Han dynasty, Emperor Gaozu — Liu Bang — held a grand feast. A minister asked him: "Your Majesty, you were a commoner from Pei. Xiang Yu was a nobleman with a mighty army. How did you defeat him and win the empire?"
Liu Bang laughed and answered: "You know one thing, but not the other. In devising strategy within the tent and securing victory a thousand miles away, I am not the equal of Zhang Liang. In stabilizing the nation, comforting the people, and keeping supply lines open, I am not the equal of Xiao He. In commanding a million soldiers, winning every battle, and capturing every city, I am not the equal of Han Xin."
He paused. "These three are all heroes — greater men than I in their respective arts. But I could use them. Xiang Yu had one Fan Zeng, and could not even use him. That is why I won the empire, and he lost it."
高祖曰：「公知其一，未知其二。夫运筹策帷帐之中，决胜于千里之外，吾不如子房。镇国家，抚百姓，给馈饷，不绝粮道，吾不如萧何。连百万之军，战必胜，攻必取，吾不如韩信。此三者，皆人杰也，吾能用之，此吾所以取天下也。」

The greatest leader is not the one with the most talent — it is the one who recognizes and deploys the talents of others. Victory belongs to the one who builds the team, not the one who plays every position.
The idiom "运筹帷幄" (devising strategy within the tent) originally described Zhang Liang's strategic genius — the ability to plan victory from a distance, without holding a sword. But Liu Bang's larger point is about leadership itself.
Liu Bang's self-assessment is remarkable for its honesty and its insight. He was not the best strategist, administrator, or general. He was the best employer. He knew what he could not do, found people who could, and trusted them completely. Xiang Yu, by contrast, was a brilliant warrior who trusted no one — and that was his undoing.
