Frugality
Governing People, Serving Heaven
In governing people and serving heaven, nothing compares to frugality. Frugality means early preparation. Early preparation means accumulating virtue. Accumulating virtue means nothing is impossible. When nothing is impossible, one knows no limits. Having the principle of the state, one can endure long.
治人事天,莫若啬。
夫唯啬,是谓早服;早服谓之重积德;
重积德则无不克;无不克则莫知其极;
莫知其极,可以有国;有国之母,可以长久。
是谓深根固柢,长生久视之道。
In governing people and serving heaven,
nothing compares to frugality.

one can endure long.
This is called a deep root and firm foundation —

Frugality (啬 sè) is the single most important principle for both governance and spiritual practice. Not miserliness, but wise conservation — using resources carefully, not wastefully.

Frugality is not about scarcity — it's about preparation. By conserving resources now, you build up reserves for the future. This accumulation is the accumulation of virtue (德 dé) — moral and practical capital.

The result of frugality is endurance. A tree with deep roots survives drought. A person with deep reserves survives hardship. A state with deep foundations survives crisis. This is the Dao of lasting success.
This means being cheap or stingy.
Frugality here means wise conservation — not hoarding, but careful stewardship. It's about sustainability, not deprivation.
"Serving heaven" means religious worship.
It means living in harmony with natural law — aligning your actions with the way things naturally are.

Build reserves before you need them. "Early preparation" — save during abundance for times of scarcity. This is the Dao of financial health.

Companies that conserve resources during good times survive downturns. Those that spend everything during abundance collapse when the cycle turns.
