Leisheng Puhua Tianzun (雷声普化天尊, "Heavenly Worthy of Universal Transformation Through Thunder") is the supreme commander of the Thunder Bureau (雷部) in the Taoist celestial hierarchy. He deploys thunder gods to punish evildoers and purify the world.
Thunder in Taoism represents cosmic justice — the Dao's way of enforcing moral order. When thunder strikes, it is not random weather but divine judgment. The Thunder Bureau controls 36 departments of thunder deities, each responsible for different aspects of celestial enforcement.
