Kou Qianzhi (寇谦之) was the great reformer of the Celestial Masters tradition under the Northern Wei dynasty. He sought to purify the movement of what he considered corrupt practices — including certain communal rituals he deemed excessive — and align Taoism more closely with Confucian moral principles and imperial authority.

His reforms earned him imperial patronage from the Northern Wei court, establishing Daoism as a state religion in the north alongside Buddhism. He created a new liturgical order that emphasized moral cultivation, proper ritual, and loyalty to the state.

The deified Laozi appeared to Kou Qianzhi in 415 CE on Mount Song (嵩山), granting him the title of "New Celestial Master" (新天师) and entrusting him with reforms to purify the faith. He received sacred scriptures and the mandate to correct the corruptions that had accumulated within Taoist communities over the centuries.
