A Great State Flows Downstream

A great state flows downstream — it is the female of the world. The female always overcomes the male with stillness. By stillness she takes the lower position. Therefore a great state, by placing itself below a small state, wins the small state. A small state, by placing itself below a great state, wins the great state.

大邦者下流,天下之交,天下之牝。
牝常以静胜牡,以静为下。
故大邦以下小邦,则取小邦;小邦以下大邦,则取大邦。
故或下以取,或下而取。
大邦不过欲兼畜人,小邦不过欲入事人。
夫两者各得所欲,大者宜为下。

A great state flows downstream —
it is the female of the world.
It is the meeting place of the world.


The female always overcomes the male with stillness.
By stillness she takes the lower position.


Therefore a great state,
by placing itself below a small state,
wins the small state.
A small state,
by placing itself below a great state,
wins the great state.


Therefore one wins by placing below,
the other wins by being below.


The great state desires only to shelter and feed.
The small state desires only to serve and be received.


Both get what they want.
It is fitting for the great to be low.

This is about gender politics.
It's about the principle of receptivity and humility. "Female" and "male" are metaphors for receptive and active modes of being — applicable to all.
This means small states should be subservient.
It means both states benefit from humility. The small state "wins" the great state by being below — meaning it earns the great state's protection and support.
